Shennong was a native of China in Earth's late 19th century. He was portrayed by Hong Kong-based Chinese actor Shih Kien.
"The Claws of Shennong"[]
Shennong's parents named him after one of the legendary cultural heroes of China, in hopes that their son would one day achieve greatness. Years went by and Shennong achieved little of note, proving himself to be a rather unremarkable man. Frustrated at his inability to achieve any sort of greatness, he instead decided he would have power and devoted himself to a life of crime. By the time the Fourth Inspector ran into him, he was secretly living in an underground complex in Hong Kong, from which he ran his worldwide criminal empire.
Shennong wanted the Inspector's secret of time travel, but the Inspector naturally refused to give it to him and, with the help of expatriate circus ringmaster Maximilian King, he stranded Shennong 5,000 years in the past. While trapped in this era, he learned the error of his criminal ways and turned his mind toward more productive pursuits, eventually realising that he (ironically) WAS the Shennong of legend.
